CITY OF HARLOW CREEK, GEORGIA
ADDENDUM NO. 1 TO RFP HC-2026-014
Issued: October 30, 2026

This addendum answers written questions received by October 28, 2026 and changes the RFP as follows. Where this addendum conflicts with the RFP, this addendum controls.

1. Proposal due date. The due date in Section 9 is changed from December 3, 2026 to Thursday, December 10, 2026, at 2:00 PM Eastern Time. Interviews, if held, move to the week of December 21, 2026. Council award consideration remains January 12, 2027.

2. Page limit. Section 4.2 is changed. Proposals must not exceed 30 pages, not counting required forms. Resumes now count toward the 30 pages. Cover letters do not.

3. Electric provider. Question: Who provides electric service to the Project site? Answer: The Tollman Valley Electric Membership Corporation serves the site area. The City has not received a written statement from the cooperative on its ability to serve the Project. The City will share any statement it receives with all respondents.

4. Water. Question: What water capacity does the City report? Answer: The City's permitted withdrawal is 2.0 million gallons per day (MGD). The Developer's application states a peak need of 3.1 MGD at full build-out. The regional water authority's comment letter states a need of "up to 4 MGD." The City has not reconciled these figures. Reconciling them is part of Task 3.

5. Local presence. Question: Is the 60-mile preference mandatory? Answer: No. See Section 5.3. The City will not score a firm lower solely because it lacks a local presence, but the committee may consider local presence in scoring availability under the team criterion.

6. Subcontractors. Question: Must subcontractors submit Form B? Answer: Yes. Each subcontractor that will perform more than 10 percent of the work must submit its own Form B.

7. Sealed price envelope. Question: May the price proposal be included in the main package? Answer: No. Price proposals must be in a separate sealed envelope labeled "RFP HC-2026-014 PRICE."

8. Fiscal period. Question: Should the 20-year fiscal assessment use the City's fiscal year? Answer: Yes, the City's fiscal year runs July 1 to June 30.

9. References. Question: How many references are required? Answer: Three, as stated in Section 4.3(b). The City may call them. References whose contact information is incomplete will not be counted.

All other terms remain unchanged. Acknowledge receipt of this addendum on Form A.
